The case turned on the use of one particular drug that Oklahoma uses in executions. But it had far broader implications for the death penalty. In recent years, states have struggled to obtain the drugs necessary to administer lethal injections. Had the court barred the use of the drug at issue in Glossip, it could have made it difficult for states to carry out the death penalty at all.

VANCOUVER -- Calling it evolutionary and saying it takes advantage of the technology available, the NHL on Thursday announced enhancements to video review and the coach's challenge that will go into effect next season.
There will be multiple changes to the coach's challenge, most notably adding a third category to allow coaches to challenge missed stoppages of play in the offensive zone that lead to goals. They already were permitted to challenge for goalie interference and offside.
Under the new category, coaches will be able to challenge plays that may involve pucks that hit off the protective spectator netting, pucks that are illegally high-sticked to a teammate in the offensive zone, pucks that have gone out of play but are subsequently touched in the offensive zone, and hand passes.
Coach's challenges no longer will be limited based on the availability of a timeout, but a minor penalty for delay of game will be assessed for any failed challenge under any of the three categories. Any subsequent failed challenge will result in a double minor for delay of game.
The Situation Room in Toronto will continue to be responsible for initiating video review in the final minute of regulation and in overtime. It will also continue to have final authority over all coach's challenge video review decisions.
"The theory there is we don't want lots and lots of challenges," Commissioner Bettman said. "We don't want to disrupt the flow of the game. We only want challenges where it's crystal clear that an egregious mistake has been made. If it's, 'Well, maybe it could be, maybe it shouldn't,' then there shouldn't be a challenge. I think the coaches and video coaches will adapt to that."

For major and match penalties, the referee who made the call will be required to review it using the monitor or tablet at the scorer's table. He will have the discretion to either confirm his call or reduce it to a minor penalty. He will not be able to rescind the penalty call altogether.
"With respect to the major and the match among other things there is a concern that we may through either hockey ops or player safety have to be reviewing it for other things and we don't want conflicting decisions," Commissioner Bettman said. "With respect to the four-minute (penalty), what we're really looking at is did they get the call right. These are things that are easier for them to self-evaluate."
The power of the Confederate flag to intimidate potential black jurors went on trial Monday before the Louisiana Supreme Court, in an appeal of a death-penalty conviction in the deadly 2006 pummeling of a Caddo Parish fire captain.
But racist implications took center stage in their appeal, granted automatically because Dorsey faces the death penalty. They pleaded with the state's high court over the prosecution's use of peremptory challenges in selecting the trial jury, saying five of seven prospective black jurors were taken out of the mix. Ultimately the jury that convicted Dorsey held 11 white jurors and one black juror.

Bobby Bourne Jr. (left) and his defense attorney, Thomas Jacquinot, listen to testimony Friday morning during Bourne's hearing with Judge James Journey at the Henry County Courthouse in Clinton. Testimony was given on defense motions challenging the constitutionality of the state's death penalty in connection with Bourne's upcoming trial. Bourne, 36, is charged with the 2013 kidnapping and murder of 12-year-old Adriaunna Horton, of Golden City.
Thomas Jacquinot, a capital murder case attorney with the state public defender's office, filed the motions regarding the state's intent to seek the death penalty in Bourne's case to lay the groundwork for a possible appeal on constitutional grounds should his client be convicted at trial and condemned to die.
Foglia said that in Missouri cases, 46 percent of jurors were deciding in favor of the death penalty in the guilt phase of the trial. Jurors who took premature stances were more likely to believe the defendant was guilty, to think the death penalty was the only acceptable punishment and to have inappropriate discussions of their penalty inclinations during deliberations in the guilt phase.
She said the jury qualification process itself in capital murder cases creates a bias unfavorable to defendants in that it makes jurors more likely to think the defendant is guilty and deserves the death penalty. She said 11.3 percent of the jurors surveyed nationwide acknowledged that the process made them more likely to convict the defendant.
Kevin Zoellner, the assistant attorney general prosecuting the case, cross-examined Foglia regarding the impact of project interviewers' own views of the death penalty on the results they obtained as well as the effect of the length of time after the trial on jurors' ability to recall the instructions they received or what they were told was the law.
An expert witness for accused child murderer Bobby Bourne Jr. told the case's trial judge Friday that 14 studies show that on the average the process of juror qualification in death penalty cases increases the chances of conviction by 44 percent.
Prosecutors have charged Bailey Boswell with first-degree murder and have said in a Saline County filing that they intended to seek the death penalty for her. In August her attorney filed the legal challenge, saying the state's sentencing procedure in death penalty cases is unconstitutional.
Attorneys for Kyle Young will argue that because the Kansas death penalty is racially discriminatory, arbitrary, and does not serve a valid safety purpose, it violates the Kansas and United States Constitutions.
A recent analysis found that the racially discriminatory results of death qualification are especially pronounced in Sedgwick County, with juries more likely to support the death penalty than the rest of the public.
This challenge comes amid declining use of the death penalty nationwide and increased judicial scrutiny. Two states, Washington and Connecticut, have held the death penalty unconstitutional under their state constitutions in recent years. Support for the death penalty is at a historic low in the modern era, death sentencing continues on a downward trajectory, and only a handful of states are carrying out executions.
The Capital Punishment Project works toward the repeal of the death penalty in the United States through strategic litigation, advocacy, public education, and training programs for capital defense teams.
But what prompts such an occasion to take place, and how likely is it that we will see it in this year's World Cup? The Sporting News details everything you need to know about the penalty shootout, the most heart-stopping event in sports.
The penalty shootout takes the spectacle that is a penalty and multiplies it times 10. Five players from each side are enlisted to strike the ball from a patch of milk-white grass located 12 yards away from the goal. One after one, they rifle the ball at goal, hoping to put it past the outstretched grasp of the goalkeeper, who stands tall at the goal-line.
There aren't too many stipulations limiting players from taking part in a penalty shootout. The only thing that matters is that the players were on the pitch when the final whistle blew at the end of extra time.
